It’s so names because the team leading will ride right up on the edge of the road/gutter to allow zero slip. They then crack the pace up so hard that anyone who cannot keep up gets dropped. Normally riders are strung out in one single file line hard up against the pavement.

A Classic example is the tour de France stage when Garmin opened a gap in the crosswinds that allowed Armstrong to gain time over then team mate Contador.
